determination(s). By publishing this AAM, the Wage and Hour Division (WHD) seeks to assist agencies by providing additional explanation as to when wage determinations should be updated in the specified types of contracts.

Updating the $1 million threshold for multiple Davis-Bacon Wage Determinations
When construction projects subject to Davis-Bacon labor standards have work in more than one category of construction, wage determinations from other categories of construction must also be incorporated when the work in the other category is substantial. Work in another category of construction has generally been considered substantial if it exceeds 20% of total contract costs or $1 million. Due to inflation and rising costs since the $1 million threshold was first implemented, the Wage and Hour Division is increasing the $1 million amount to $2.5 million. Work in another category of construction will now generally be considered substantial when the work in that category exceeds either 20% of total project costs or $2.5 million, effective immediately. WHD will re-evaluate annually to determine whether an update to this monetary threshold is warranted by inflation and rising costs
